His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan And Yang Di-Pertuan of Brunei Darussalam, has consented to the recommendation of the Vision 2035 Executive Council to appoint Leaders for strategies already identified in Vision 2035 and several additional new strategies. The leaders consisting of Ministers and Deputy Ministers in their respective areas are responsible for identifying strategic goals, making and implementing action plans towards achieving Vision 2035.


All this according to His Majesty, should be aligned to avoid duplication and to achieve the optimal impact and effectiveness.  His Majesty highlights these in a Titah in conjunction with the New Year 2015, broadcast on Radio Television Brunei this evening.  In the Titah, His Majesty touches on a special body to assist local entrepreneurs, the result of which His Majesty hopes will be enjoyed and opportunities available gained when the ASEAN Community becomes a reality at the end of 2015.  In the titah, His Majesty also outlines the government's developments and planning in various areas including education, economy and quality of living.  His Majesty adds, by entering 2015, the country is edging closer to the Wawasan Negera or National Vision 2035 date-line and calls on the people and the country to have a more progressive attitude and way of thinking.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, in a titah, stressed the necessity for the issue of productivity in both the public and private sectors to begin receiving due attention, as well as the need for policies and strategies to be rapidly formulated in the interest of achieving the desired goals.

His Majesty stressed that this is in line with the objective of making the country truly pro-business, with which the national economy would be able to expand and advance, and even more employment opportunities could be created, thereby tackling rising unemployment. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam made the titah on the occasion of the New Year 2014. The titah was broadcast on national radio and television earlier tonight. His Majesty, in the titah, also called on all sections of the society to shore up their will and commitment in together supporting the implementation of the Shari'ah Criminal Penal Code Order in this new year. The monarch also underlined the government's progress and plans in various fields including the economy, development, health and communications, as well as the country's role in the international arena. His Majesty expressed appreciation to the fact that the citizens and the nation were able to enjoy peace and well-being throughout the year 2013, and hoped that the year 2014 would continue to bring the same kind of peace and well-being. His Majesty cited the Chairmanship of ASEAN as one of Brunei Darussalam's achievements in the year 2013.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send congratulatory messages to His Majesty Al-Sultan Almu'tasimu Billahi Muhibbuddin Tuanku Alhaj Abdul Halim Mu'adzam Shah ibni Almarhum Sultan Badlishah, the 14th Yang Di-Pertuan Agong of Malaysia and Yang Amat Berhormat Dato Laila Utama Dato' Sri Mohamad Najib bin Tun Haji Abdul Razak, Prime Minister of Malaysia, on the occasion of the 57th Anniversary of the Independence Day of Malaysia.


His Majesty stated in the message to His Majesty Al-Sultan Almu'tasimu Billah Muhibbuddin Tuanku Alhaj Abdul Halim Mu'adzam Shah ibni Almarhum Sultan Badlishah, the 14th Yang Di-Pertuan Agong of Malaysia, that His Majesty was grateful to Allah Subhannahu Wata'ala that the ties of friendship and bilateral cooperative relations between the two countries had grown encouragingly from year to year, for which His Majesty was confident that this close and excellent understanding would be further enhanced in time to come for the benefit and prosperity of the peoples of the 2 countries.


In ending his message, His Majesty together with Her Majesty Raja Isteri Pengiran Anak Hajah Saleha prayed that His Majesty the Yang Di-Pertuan Agong of Malaysia and Her Majesty Permaisuri Agong Tuanku Hajah Haminah as well as the Royal Family would always be under the protection of Allah Subhannahu Wata'ala, and that the Government and people of Malaysia would always enjoy lasting peace and prosperity.


Meanwhile in his message to the Prime Minister of Malaysia, His Majesty was grateful and pleased that as our closest neighbours, Brunei Darussalam and Malaysia continued to enjoy ties of friendship and fraternal relations that grew ever closer and warmer and His Majesty believed that these long-established relations would continue to last and be enhanced in time to come.


His Majesty also looked forward to the arrival of Yang Amat Berhormat Dato Laila Utama Dato' Sri Mohd. Najib for the upcoming 18th annual Consultations and was confident that they would become a platform for a variety of cooperative frameworks that would bring beneficial outcomes for the peoples of both countries. In ending the message, His Majesty and Her Majesty the Raja Isteri prayed that Yang Amat Berhormat Dato Laila Utama Dato' Sri, Yang Berbahagia Datin Paduka Seri Rosmah and the Government and people of Malaysia would always be under the protection of Allah Subhanahu Wata'ala.

In the afternoon, another sixteen thousand, six hundred forty (16, 640) well-wishers visited Istana Nurul Iman for the audience and Hari Raya Greetings ceremony with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty the Raja Isteri and members of the Royal Family.


His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to receive Hari Raya greetings from the male well-wishers.


Also present were His Majesty's sons and brother, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Haji 'Abdul Azim; His Royal Highness Prince 'Abdul Malik; His Royal Highness Prince 'Abdul Mateen and His Royal Highness Prince 'Abdul Wakeel, as well as other members of the Royal Family.


Meanwhile at a separate section of the Istana, Her Majesty the Raja Isteri Pengiran Anak Hajah Saleha consented to receive in audience the female well-wishers and exchange Hari Raya greetings with them. With Her Majesty were Her Royal Highness Paduka Pengiran Anak Isteri Pengiran Anak Sarah; Yang Teramat Mulia Pengiran Anak Isteri Pengiran Anak Hajah Zariah; Yang Amat Mulia Pengiran Anak Isteri Pengiran Norhayati; Her Royal Highness Princess Hajah Rashidah Sa'adatul Bolkiah; Her Royal Highness Princess Hajah Majeedah Nuurul Bolkiah; and Her Royal Highness Princess Ameerah Wardatul Bolkiah. Also present were Her Royal Highness Princess Hajah Masna, Her Royal Highness Princess Hajah Amal Umi Khalthum Al-Islam and Their Majesties grandchildren.


Overall thirty five thousand nine hundred twenty well-wishers visited Istana Nurul Iman on the second day it was opened for Hari Raya Aid Il-Fitri today. The tradition of exchanging visits during the festivities has been practised in Brunei Darussalam for a long time, but the unique thing about the Abode of Peace is that on every Hari Raya Aidil Fitri, the Monarch consents to open the palace to personally greet the rakyat, residents and other well-wishers. Brunei Darussalam is one of the few countries where the ruler has a special relationship with the people. The special bond manifests itself during Ai Il-fitri when His Majesty welcomes the rakyat, residents and other visitors and entertains them as Palace guests, no matter who they are and where they are from. Istana Nurul Iman will open again tomorrow from 10 in the morning until 12 noon and again from two until four in the afternoon.

It was the second open day for Hari Raya Aid Il-Fitri at Istana Nurul Iman today. His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty the Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohammed Alam consented to receive in audience the rakyat, residents and other visitors for the Junjung Ziarah and Hari Raya greetings.


His Majesty the Sultan And Yang Di-Pertuan of Brunei Darussalam consented to receive the male well-wishers. With His Majesty were His Majesty's sons and brother, His Royal Highness Prince Haji Al-Muhtadee Billah the Crown Prince; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Abdul Azim; His Royal Highness Prince 'Abdul Malik; His Royal Highness Prince 'Abdul Mateen and His Royal Highness Prince 'Abdul Wakeel. Also in attendance were other members of the Royal Household.


Among the well-wishers who visited the Istana in the morning were members of the Civil Service from Ministries, including the Ministry of Home Affairs and departments under it as well as Village Consultative Council in the country. They were led by the Deputy Minister of Home Affairs, Yang Dimuliakan Pehin Datu Lailaraja (retired) Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof.


The opening of Istana Nurul Iman to the public during the Aid Il-Fitri festivities every year has become a symbol of a Monarch who is caring and concerned for the well-being and prosperity of the people and always willing to be close to them including by welcoming them to the palace to share the happiness of Hari Raya. For the well-wishers, the interaction with the Monarch and the Royal Family enhances their love and loyalty for their beloved ruler.


Meanwhile at another part of Istana Nurul Iman, Her Majesty the Raja Isteri consented to receive in audience the female visitors and exchange Hari Raya greetings with them. With Her Majesty were Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Haji Salleh Ab'Rahaman; Yang Teramat Mulia Pengiran Anak Isteri Pengiran Anak Hajah Zariah; Her Royal Highness Princess Hajah Rashidah Sa'adatul Bolkiah; Her Royal Highness Princess Hajah Majeedah Nuurul Bolkiah; Her Royal Highness Princess 'Azemah Ni'matul Bolkiah; Her Royal Highness Princess Fadzilah Lubabul Bolkiah; Her Royal Highness Princess Ameerah Wardatul Bolkiah; Her Royal Highness Princess Hajah Masna and Her Royal Highness Princess Hajah Amal Umi Kalthum Al Islam. Also present were Their Majesties' grandchildren.


Visiting Istana Nurul Iman in a happy and cordial atmosphere is an opportunity that is rare to find on other days. During the Aidil Fitri celebrations, the visitors not only step into the Istana, but the most important and happiest moment was when their beloved Monarch greeted them and wished them a Happy Hari Raya in person.


In the morning alone, nineteen thousand and two hundred eighty people visited Istana Nurul Iman for the Ail Il-Fitri audience and greetings with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty the Raja Isteri, as well as members of the Royal Household.

At the celebration, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to watch a static exhibition, funfair and bazaar by various units of the Royal Brunei Armed Forces. The static exhibition was held at the Mini Stadium, Swimming Pool, Gymnasium Hall and the Football Fields mounted by the RBAF Units.


The exhibition displayed various military equipment and capacity. His Majesty took a closer look at the exhibition by the Ministry of Defence and the Army Association. One of the components which attracted His Majesty's attention was a survival training demonstration, showing how the pilot trainees handled the emergency situation in the forest.


The Monarch proceeded to the Gymnasium Hall to watch the career exhibition on the army recruitment by the Directorate of Personnel. Through the display, the department tries to attack the young people to join the army and the Ministry of Defence. His Majesty also viewed an exhibition by the Sultan Haji Hassanal Bolkiah Institute of Defence Study and Strategy, and watched a video clip on the "Defence Academy Virtual Learning Environment".


The Royal Brunei Navy held the exhibition at the Swimming Pool. Safeguarding, preserving and defending the country's territorial waters are part and parcel of the Royal Brunei Navy's role and responsibility. Formed on the 14th of June 1965, the Royal Brunei Navy has grown from strength to strength, with the soon-to-be-built of a training school at the Navy Base in Muara. The aim of the school is to provide high quality training programs, apart from making it a centre of learning which provides conducive facilities in the theoretical and practical learning for the navy personnel.


Meanwhile at the Football Fields, His Majesty toured a static exhibition and bazaar mounted by the Royal Brunei Land Force. The Monarch heard a briefing on the combat support in battles. Apart from serving the nation, the Royal Brunei Armed Forces also take part in the international peace missions. In the latest development, a medical officer, four army and three officers of the Gurkha Reserve unit were sent to Nepal for a humanitarian mission. The humanitarian assignment was part of Brunei's assistance to the global community in line with the emphasis in the White Paper of Defence.


His Majesty proceeded to the Warrant Officers, Staff Sergeant and Sergeant Mess of the Penanjong Garrison for a get-together ceremony with the Senior Non-Commission Officers of the Royal Brunei Armed Forces and members of the Former Army Association. The peace and security being enjoyed by the nation today is was not something that easy to achieve. It resulted from the sacrifices and struggles by the local heroes who sacrificed their lives in order see stability in their beloved country. His Majesty also consented to sign the Royal Parchment


Meanwhile at the Cook House of the Training Institute, His Majesty consented to mingle with the Junior Non-Commission Officers. The 54th RBAF Anniversary was hosted by the Training Institute. The Monarch also consented to receive a pesambah.


At the end of the tour, His Majesty consented to attend a Luncheon at the Officers Mess and mingled with the military officers. At this occasion, the Monarch consented to cut the anniversary cake.


At 54 years, the Royal Brunei Armed Forces has achieved myriad development with the addition of major units. The force is the main pillar of defence in supporting the national aspiration toward forming a generation with a vision for the sake of the future defence security. The theme is the platform for the Armed Forces in the strive to create a visionary RBAF generation by nurturing basic values in line with the skill, capability and development empowerment.

The Royal Brunei Armed Forces always needs to be alert and far sighted on the future of national defence and security. In a Titah at the Royal Brunei Armed Forces 54th Anniversary celebration this morning, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, the Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces, stresses the need for the RBAF to plan wisely in preparing a robust and effective Post Structure.


The Monarch also lauds the Ministry of Defence's initiative in conducting a Defence Review as are appropriate and efficient. The RBAF's 54th Anniversary is celebrated with a grand parade at Penanjong Garrison in Tutong.


On arrival at Penanjong Garrison, His Majesty was greeted by Dato Paduka Haji Awang Mustappa bin Haji Sirat, the Deputy Minister of Defence, and Yang Dimuliakan Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Awang Mohammad Tawih bin Abdullah, the Commander of the Royal Brunei Armed Forces. Also present was His Royal Highness Prince Haji al-Muhtadee Billah, the Crown Prince, Senior Minister at the Prime Minister's Office and General of the Royal Brunei Armed Forces.


Shortly after arrival, His Majesty consented to receive the Royal Salute and inspect the Guard of Honour mounted by 1 thousand 154 personnel of the RBAF units namely the Royal Brunei Land Force, Royal Brunei Navy, Royal Brunei Air Force, the RBAF Training Institute, Special Regiment, and the Women's Company.


The event proceeded with March Pasts in slow and fast tempos by the honour guard teams bearing the Royal Crest of His Majesty and the RBAF Coat of Arms. The theme of RBAF's anniversary celebration this year, "RBAF Generation with Vision," portrays a generation of Royal Brunei Armed Forces personnel who are knowledgeable, experienced, capable, open-minded and with a wide vision.


As the pillar of defence the RBAF has gone through several changes and developments in carrying out its roles with effective leadership in leading a strong and sturdy defence force in preparation for facing any threats.


In the Titah, His Majesty stresses that the strong unity and commitment of the people and government agencies, as well as the effective role of the RBAF have enabled the country to enjoy peace and prosperity.


However, the Monarch adds that the country's readiness in facing threats, require a more efficient and capable Armed Forces. This include in handling unexpected occurrences in or outside the country.


Three Cheers of "Daulat Kebawah Duli Tuan Patik" echoed after the Titah, enlivening the celebration, and the spirit of the whole Royal Brunei Armed Forces.


Doa Selamat was then read by Captain Ariffin bin Amit, the Assistant Head of the RBAF Religious Department.


His Majesty then received the Royal Salute followed by the Fly Past by the Royal Brunei Air Force's aircraft.


In its mature age, the RBAF is the pillar of National defence. Hence, the forces need to be stronger, resolute and prestigious to handle the challenges of time, including in its role to foster regional and international cooperation.

The Royal Brunei Armed Forces, which has reached the age of 53 years, is the country's foremost pillar of defence. For this reason the Royal Brunei Armed Forces need to be even more solid and formidable, and be of higher calibre, in terms of being better able to overcome current obstacles, as well as in its role in fostering regional and international cooperation.

Stating this in a titah in conjunction with the Royal Brunei Armed Forces' 53rd Anniversary this morning, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, the Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces stressed that all efforts to upgrade capability must be planned in more systematic ways, based on the principle of "Raise, Train and Sustain", so that the Forces could more confidently carry out its operational responsibilities more effectively and efficiently. In the titah, His Majesty also stated that spending and procurements must be carried out wisely, and not by making rushed moves that could incur imprudent spending. His Majesty added that with the RBAF being a large and dynamic institution, it would be appropriate for each of its sections and units to continue to keep a grasp of their respective planning by adopting a strategic thinking approach. The RBAF's 53rd Anniversary celebration was held at the Royal Brunei Air Force Base in Rimba.

On arrival, His Majesty was greeted by the Deputy Minister of Defence, Dato Paduka Haji Awang Mustappa bin Haji Sirat and the Commander of the Royal Brunei Armed Forces, Yang Dimuliakan Pehin Datu Pekerma Jaya Major General Dato Seri Pahlawan Mohammad Tawih bin Abdullah.

Also present at the celebration were His Majesty's sons - His Royal Highness Prince General Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office and General of the Royal Brunei Armed Forces; His Royal Highness Prince 'Abdul Malik; and His Royal Highness Prince 'Abdul Wakeel.

Shortly after arrival at Hangar 'B' of the Royal Brunei Air Force Base, His Majesty consented to receive the Royal Salute, and inspect the Grand Guard of Honour which was led by Lieutenant Colonel Air Force Mohamad Azmi bin Haji Mohamad Hussin. The guard of honour was mounted by 1 thousand 150 members of the RBAF comprising personnel of the Royal Brunei Land Force, the Royal Brunei Navy, the Royal Brunei Air Force, the RBAF Training Institute, Special Forces Regiment, and Women military personnel.

The inspection of the Grand Guard of Honour was followed by the march-past in a slow pace followed by a quick march by the parade groups, which bore the Royal Crest of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Royal Brunei Armed Forces Coat of Arms. The 53rd Anniversary Celebration of the RBAF carries the theme, "Generasi A-B-D-B Berwawasan" or "RBAF Generation With Vision", which illustrates a generation of Royal Brunei Armed Forces members who are knowledgeable, experienced, highly capable, who are open-minded and possess an extensive vision. This theme serves as a guide for all personnel of the Royal Brunei Armed Forces in facing and overcoming various challenges which are constantly changing. It also portrays the tireless efforts of the RBAF towards becoming a professional military force that is capable of planning, driving and mobilising progress and development.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, in the titah, also expressed appreciation to the personnel of the Royal Brunei Armed Forces for their roles and service contributions in safeguarding and preserving the security of the nation.

“We are grateful for having been able to enjoy such peace, as it has enabled us to live in greater comfort and to actively develop. Without peace and security, all welfare-oriented goals would be difficult to accomplish. Such is the secret behind security, and thus we must all care for it. As this is an endowment from Allah, we are obligated to be grateful to the fact that we have a Motherland that is peaceful, sturdy and prosperous. There is no greater blessing than this. Yet we must not forget that, in spite of the comfortable conditions that we are in, there are still challenges that need to be faced. Those challenges could potentially threaten the nation and life in general. Thus under such circumstances, in my view, awareness must be instilled in order to be able to deflect any looming threats or those that could emerge at any instant. On the topic of threats, of the kinds that occur both from within the country and from abroad, the Royal Brunei Armed Forces, which has reached the age of 53 years, is the country's foremost pillar of defence. For this reason, the Royal Brunei Armed Forces need to be even more solid and formidable, and be of higher calibre, in terms of being better able to overcome current obstacles, as well as in its role in fostering regional and international cooperation. All efforts to upgrade capability must be planned in more systematic ways - based on the principle of "Raise, Train and Sustain" - so that we can more confidently carry out the operational responsibilities more effectively and efficiently. It has also been noted that defence is one priority that requires vast human resources and huge expenditure. But what is more important is awareness in terms of being mindful of financial regulations and financial accountability, in order to prevent wastage. This means that spending and procurements must be carried out wisely, and not by making hasty moves that could incur imprudent spending. With the RBAF being a large and dynamic institution, it would be appropriate for each of its sections and units to continue to keep a grasp of their respective planning by adopting a strategic thinking approach. Among the proactive steps to be taken at the management level are using a holistic approach through a process of alignment, adopting this as solid work culture, and keeping sight of the vision and objective of defence. I am confident that such alignment and a clear mission could potentially boost spirits and a sense of responsibility to great effect. The involvement of our Armed Forces at the international level is a form of appreciation for the good relations with friendly nations, which is one of the precise policies of defence diplomacy. The same goes with our support for cooperative efforts, especially within the ASEAN framework, as a way to further enhance confidence in, and assurances on regional security. Given such an objective, the Royal Brunei Armed Forces will be making yet another step forward in efforts to advance regional military cooperation, that is, when they host the Asia-Pacific Chiefs of Defence Conference later this year. I am forever confident of our capability, especially after having been involved in regional and international peacekeeping operations, such as with the International Monitoring Team (IMT) in Mindanao, Philippines and the United Nations Interim Force in Lebanon (UNIFIL). Lastly, let us not forget to express appreciation to our soldiers for their roles in safeguarding and preserving security and for their active involvement in projecting the good name of Brunei Darussalam in the international arena. The same goes with all military members, wherever they may be, I extend my highest appreciations for their service to the nation.”

The RBAF anniversary celebration this time around was organised by the Royal Brunei Air Force. The celebration is held each year in commemoration of the formation of the Royal Brunei Armed Forces on the 31st of May 1961. Throughout the past 53 years, training effectiveness and discipline constituted the vanguard in efforts to make the RBAF a formidable and professional organisation. Police personnel must distant themselves from corrupt practices such as bribery. Instead they should wage a tenacious war against the said crime. His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, the Police Inspector General made the Titah during a working visit to the Royal Brunei Police Force Headquarters in Gadong yesterday morning.

The Titah focuses on bribery which His Majesty related to police integrity. His Majesty firmly reminds police personnel not to be weak, or be easily flattered or persuaded, especially to accept bribes meant to free offenders from the law. The Monarch concluded the Titah with a clear call to relevant parties to ensure the just and proper process of the law, and that not only bribe receivers, but also bribers are brought to justice.

Upon arrival at the Police Headquarters, His Majesty was greeted by the Acting Commissioner of Police, Haji Mohd Jammy bin Haji Mohd Shah Al-Islam.

Shortly after the arrival, His Majesty consented to receive the Royal Salute and inspect the Static Guard of Honour mounted by Royal Brunei Police Force personnel.

His Majesty was then invited to proceed to the Banquet Hall of the Royal Brunei Police Headquarters.

Doa Selamat was read by APO Sergeant Major Pengiran Hj Ludin bin Pengiran Haji Matahir, the Imam of Police headquarters’ Surau.

The Acting Commissioner of Police in a welcoming address said the Royal Brunei Police Force was the country's oldest security organisation that developed parallel to the increase of the country's population and national development.

In the Titah, His Majesty says the Police is a noble job that is respected by all levels of the community. Police also refers to the force that guards national security, enforce laws and is also called 'mata-mata' in Malay, or the “eyes''.

His Majesty then consented to proceed to the Kerma Setia Conference Room at the Officers Mess of the Police Headquarters for a closed briefing session.

Next on the Monarch's itinerary were tours of Departments under the Royal Brunei Police Force. His Majesty first consented to visit the Police Training Centre.

From the Police Training Centre, His Majesty consented to tour the Criminal Intelligence Department building. Inline with current developments and demands, a number of legislations have been amended or gazetted and this also required police personnel to upgrade their capabilities in learning and understanding the meaning and implementation of the laws.

Also attracting the Monarch's attention was the State Control Centre of the Operations Department. The department is responsible for all aspects of operations in security and control, besides its role in enforcing the country's laws.

His Majesty then consented to tour the new Police Headquarters building in Gadong. Built on a 7.5 hectares site, the building among other things has a conference room, lecture hall, library and meeting room. The construction of the new facility is under the 9th National Development Plan, RKN9 within the period of 2007-2012, inline with the force's strategic plan on the accommodation of the Royal Brunei Police Force's needs and assets.

His Majesty then consented to proceed to the Criminal Investigation Department building at Jalan Ong Sum Ping in the capital. The department enforces law and order as well as conduct criminal investigations.

The Traffic Investigation and Control Department has a major role in controlling peace, security and discipline on the roads of Brunei Darussalam. With a vision to make Brunei's roads safe and a mission to enforce road laws and regulations, the department also plays a major role to ensure traffic movements are smooth and safe.

His Majesty was then invited to the Banquet Hall of the Police Headquarters in Gadong for a luncheon.

Before ending the visit, His Majesty consented to receive the junjung ziarah from Royal Brunei Police Force Officers. The Royal Brunei Police Force was formed following the enactment of the Brunei Police Force which was approved in 1921. However, the history of its existence began as early as in 1906. Since its official formation in 1921, many important and significant events have taken place at the national, regional and international levels.

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Ministers' Office, consented to receive in separate audiences the Secretary of the Communist Party of China (CPC) of Guangxi Zhuang Committee, and Chairman of the Standing Committee of Guangxi Zhuang People's Congress and World Health Organisation Regional Director for the Western Pacific.

His Royal Highness the Crown Prince first consented to receive in audience, His Excellency Peng Qinghua, the Secretary of the Communist Party of China (CPC) of Guangxi Zhuang Committee, and Chairman of the Standing Committee of Guangxi Zhuang People's Congress. 

His Excellency is in the country to strengthen and improve technical, trade and investment cooperation between the two parties, especially in developing the halal and bio industries through the Brunei-Guangxi economic corridor. Also present was Yang Berhormat Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Haji Yahya bin Begawan Mudim Dato Paduka Haji Bakar, the Minister of Industry and Primary Resources.

His Royal Highness then consented to receive in audience His Excellency, Doctor Shin Young-Soo, the World Health Organisation (WHO's) Regional Director for the Western Pacific. Also in attendance was Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Awang Haji Mohd Yusof, the Minister of Health. Accompanying His Excellency was Doctor Corrine Capuano, the Executive Director of the regional Director's Office and Doctor Graham Harrison, WHO Representative to Brunei Darussalam, Malaysia and Singapore. His Excellency and delegation are on a three day visit to the country.

His Royal Highness Crown Prince Hj Al-Muhtadee Billah yesterday called on Bruneians to understand customs and traditions (adat istiadat) to preserve the sultanate’s heritage.

In his sabda yesterday, His Royal Highness said customs and traditions are significant to preserve Brunei as a country in line with the Malay Islamic Monarchy (MIB) ideology.

“Customs and traditions are proven to be a solid core that supports the monarchy system (and) these customs have ensured peace, safety, well-being and prosperity of the people, and InsyaAllah this will be enjoyed further in the future,” HRH said.

The Crown Prince was speaking in his capacity as adviser to the Adat Istiadat Council during a ceremony to proclaim the late Sultan Omar ‘Ali Saifuddien as the “pre-eminent figure in customs and traditions throughout the ages”.

His Royal Highness also lauded His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam’s consent to declare March 31 as the Ceremonial Customs or Adat Istiadat Day.

HRH said the consent is a recognition that customs and traditions are the pillars of unity, and enhances national identity.

“This recognition is a wise step to strengthen the Bruneian identity in facing current global challenges that have a big impact on the (customary and traditional) way of life,” said the Crown Prince.

“Its role is in line with the effort to ensure a (peaceful and harmonious) life that is in line with the MIB concept,” HRH added.

In addition, HRH also expressed gratitude to the late Sultan who preserved the customs and traditions of Brunei, and also adjusted and changed them in accordance to the teachings of Islam.

“Alhamdulillah, my father has continued the effort that was pioneered by my grandfather, who was also known as the modern architect of Brunei,” said the Crown Prince.

Referring to the exhibition that features the late Sultan, the Crown Prince said the gallery was aimed at promoting and increasing the understanding of customs and traditions among youth, and their roles in the state and society.

“Only through an in-depth understanding will we be able to improve our (appreciation) and realise the importance of preserving our precious heritage,” the Crown Prince added.

In a titah during the Proclamation of Pre-eminent Figures in Customs and Traditions Throughout the Ages in conjunction with Adat Istiadat or Royal Customs and Traditions Day, His Majesty stressed that, given the solid relationship between the monarch and the Rakyat, Brunei Darussalam has been able to preserve its Royal Customs. The ceremony was held yesterday morning at the International Convention Centre in Berakas.

Fahmie bin Haji Awang Metussin; AND Surah Shad, Verses 17 to 20 by Yang Dimuliakan Begawan Pehin Khatib Dato Paduka Haji Mustapa bin Haji Murad.

His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince, in the welcoming sabda, said that the Proclamation of Pre-eminent Figures In Customs and Traditions Throughout the Ages clearly reflects the recognition that customs and traditions constitute the main pillar in the life of nationhood and national identity.

His Majesty in his proclamation titah underlined that in further strengthening customs, His Majesty's late father was known for his strong belief that customs can be renewed without having to compromise its original form. His Majesty further said it is these revamped customs that had determined the shaping and arrangement of Monarchical rule to what it is now.

His Majesty was then invited by His Royal Highness Prince Haji Sufri Bolkiah, Chairman of the Adat Istiadat Council, to officiate the launch of two special books.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty the Raja Isteri, together with other members of the Royal Family, then consented to watch a video presentation entitled "Tokoh Adat Istiadat Sepanjang Zaman" or Pre-eminent Figure in Customs and Traditions. Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien was a leader that fought to restore the sovereignty of the Malay Islamic Monarchy, a religious figure and a statesman who was well-versed in administration and customs and traditions. Al-Marhum continues to preserve Brunei Darussalam as a country known for its customs and traditions, which have gloriously prevailed throughout the ages.

The Proclamation of Pre-eminent Figures In Customs and Traditions Throughout the Ages in conjunction with this year's Adat Istiadat Day was held in heed of the titah call of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. The deeds and contributions made by Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien towards sovereignty, development, peace and security, as well as the welfare of the citizens and residents of the country, including Bruneian Customs and Traditions, is invaluable, especially in terms of enjoying a life of nationhood, religion and nationhood, in line with the national concept of Malay Islamic Monarchy. Al-Marhum contributed by placing the country on the world map as a unique Malay nation and showed the global community that the Brunei race is rich in customs, which represent courtesy, noble conduct, high artistic ability, a philosophy that holds its own meanings and teachings, as well as special rules and procedures.

Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned in reading out the life-story of 'Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien ibni Al-Marhum Sultan Muhammad Jamalul Alam' - Pre-Eminent Adat Istiadat Personality Throughout the Ages, described Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien as the true pre-eminent figure. Al-Marhum, Yang Berhormat Pehin affirmed, had not only enriched and refined the physical aspect of adat Istiadat but also beautified and equipped it with religion. In the life-story presentation, Yang Berhormat Pehin also narrated on the role of Al-Marhum in leading the nation towards modernisation. Yang Berhormat Pehin also highlighted on Al-Marhum's characteristics as wise and charismatic. And that under Al-marhum's leadership and administration, Brunei remained and survived as Brunei that had existed for the past seven centuries.

A poem called "Syair Muda Omar 'Ali Saifuddien" was read by Awang Razali bin Haji Aji, Dayang Nur Haziqah Haziyah @ Nur Husna binti Haji Hassan and Awangku Khairuddin bin Pengiran Kamaruddin.

To bless the ceremony, doa selamat was read by the State Mufti, Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned.

As the succeeding generation, the country's citizens and residents have a responsibility to uphold in ensuring that the valuable efforts and contribution made by Al-Marhum are reinvigorated and be made into a culture and way of life that truly reflect the national identity of Bruneians. Aside from that, the citizens and residents need to carry on Al-Marhum's legacy in refining, beautifying and enhancing Bruneian Customs and Traditions from time to time, as well as adapting it to current conditions while still retaining the original form.

The 11th Brunei International Skill-at-Arms Meet, BISAM, held for 11 days, officially came to a close this morning. His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, the Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces, RBAF, consented to attend the Closing Ceremony and present prizes.


Upon arrival at the Binturan Shooting Range Complex, Penanjong Garrison, Tutong, His Majesty was greeted by the Deputy Minister of Defence,  Dato Paduka Haji Mustappha bin Haji Sirat and the RBAF Commander, Yang Dimuliakan Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Awang Mohamad Tawih bin Abdullah. Also present was His Majesty's son, His Royal Highness Prince General Haji Al-Muhtadee Billah, the Crown Prince, Senior Minister at the Prime Minister's Office and General of RBAF.


Shortly after arrival, His Majesty and His Royal Highness consented to a group photo and then consented to proceed to the Briefing Room of the Shooting Range Secretariat. Recital of Surah Al-Fatihah was led by the RBAF Religious Officer, Captain Ariffin bin Amit.


The RBAF Commander in his welcoming address said BISAM this time has shown an increase in participation compared to the previous championship.  This clearly shows that Brunei Darussalam has been accorded the honour, confidence and support from friendly nations. With the blessings from Allah Subhanahu Wata'ala and His Majesty's sovereignty, as well as cooperation from all sectors, the organising committee and participants, the 11th BISAM had run smoothly and safely.


The Chairman of the 11th BISAM, Lieutenant Colonel Hasmee bin Haji Abd Wahab in his welcoming address said that every contingent have undergone controlled training aimed at giving early exposure to all shooters in every event organised.


His Majesty and His Royal Highness the Crown Prince then proceeded to take a closer look at the office of the Chief Executive Officer, Media Centre, Medical Centre and Binturan Shooting Range Statistics Centre. The Statistics Centre is a unit responsible for recording, storing and gathering data from a number of championships held locally and overseas.


His Majesty and His Royal Highness then went to the 350 metres Point Gallery Range 1 and consented to witness the final of the Rifle Falling Plate Competition between the RBAF 'A' Team and Indonesian National Armed Forces.


His Majesty and His Royal Highness then consented to join the VVIP Novelty Shoot competition at Gallery Range 1.


His Majesty and His Royal Highness also consented to witness an arms demonstration presented by the Sultan of Oman's Armed Forces, Indonesian National Armed Forces, Malaysian Armed Forces, China's People's Liberation Army and the Royal Brunei Police Force.


His Majesty and His Royal Highness consented to proceed to the Royal Stand for the Royal Salute.


His Majesty consented to present prizes to the winner of VVIP Novelty shooting category which was won by 'H' team led by Brigadier General Dato Seri Pahlawan Haji Wardi bin Haji Abdul Latip. The 'A' team led by His Majesty was in second, while, and in third was the 'B' team led by His Royal Highness the Crown Prince. His Majesty also consented to present His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's Challenge Trophy to the Indonesian National Armed Forces as the Overall Champion. Runner-up went to RBAF 'A' team and third went to RBAF 'B' team.


His Majesty then consented to officiate the closing of the 11th Brunei International Skill At Arms Meet, BISAM.


The 11th BISAM was participated by 478 military personnel representing Defence and Armed Forces from Australia, Cambodia, Indonesia, Laos, Malaysia, New Zealand, Sultanate of Oman, Pakistan, Philippines, Singapore, Thailand, Vietnam, United Kingdom, United States of America and the People's Republic of China. Brunei Darussalam was represented by the RBAF 'A' and 'B' contingents as well as the Royal Brunei Police Force 'C' contingent. Doa selamat was read by the Assistant Head of the RBAF Religious Department.


BISAM was organised to boost the skill at arms of high level military apart from giving an opportunity to enhance military cooperation between participants with sporting spirit. It was also to identify the best shooters among them within a challenging competitive environment.


His Majesty and His Royal Highness then consented to receive the Royal Salute. His Majesty and His Royal Highness then consented to proceed to the Range Officers Mess for a luncheon.


Doa selamat was read by the Assistant Head of the RBAF Religious Department. Before departing, His Majesty and His Royal Highness consented to receive pasambah presented by members of the competition committee and signed the Royal Parchment.

His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, has consented to send a message of condolences to  President of the Republic of Indonesia, His Excellency Joko Widodo, following the recent incident of the missing Air Asia Flight QZ 8501.


In the message His Majesty expressed his deep sadness at hearing of the news of the missing flight. His Majesty as well as His majesty's government and the people of Brunei Darussalam prayed to Allah Subhanahu Wata'ala that all efforts to locate the missing aircraft and its passengers would be successful.  His Majesty hoped that His Excellency and all the people of Indonesia particularly the families of the victims involved would be able to face this tragedy with patience and fortitude.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, in a titah expressed confidence that the Ahli Sunnah Waljama'ah Understanding Studies Centre, KUPU SB, would be more meaningful if it remained consistent with various knowledge-based activities in aiding relevant government agencies in deepening the understanding of the teachings of Ahli Sunnah Waljama'ah.  Refinement and development efforts alone would not suffice without full implementation of existing laws.  Thus, commitment and cooperation of all parties in tackling any issue of deviationism or the infiltration of beliefs that differ from the countries are vital.  The Monarch made the titah at the 3rd Convocation Ceremony of the Seri Begawan Religious Teachers University College, KUPU SB at the International convention Centre, in Berakas this morning.

Upon arrival, His Majesty was welcomed by the Minister of Religious Affairs, Yang Berhormat, Pengiran Dato Seri Setia Doctor Haji Mohammad bin Pengiran Haji Abdul Rahman, and the university's Rector, Doctor Hajah Masnon binti Haji Ibrahim. The ceremony began with the traditional Chancellor's Procession.

The ceremony began with the reading of Surah Al-Fatihah led by the State Mufti, Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned.

The reading of Al-Quran's Surah al-Mujadalah by Awang Ahmad Syujaiee bin Mudim Haji Metassim, a Bachelor degree graduand of KUPU SB and the National Youth Quran Reading Competition 2008 champion, among other things outlined three main issues.  They're, remembering and obeying Allah the Almighty at all times and in all situations is an obligation, Allah created mankind from a lowly being and then elevated them by giving them the ability to read and write and knowledge, and that Allah gives knowledge and guidance to which He chooses.

In a welcoming speech, the Ra'es or Rector of the Seri Begawan Religious Teachers University College touched on the institution's efforts towards achieving the National Vision 2035 for highly educated and skilled citizens.  Doctor Hajah Masnon said as the sole religious teachers training institution in the country, KUPU SB is very focused and determined to produce a teaching workforce that is highly educated, qualified and skilled in religious education that is the pillar of all levels of education. She said the university college has begun offering Doctor of Philosophy or PhD Programmes in Religious Teaching and that four people have started their studies in the previous 2013/2014 session. Although the number of students is small but it's very significant, especially since they're all Bruneians and related to the national vision.

In his titah, His Majesty said Brunei Darussalam always needs religious teachers who are competent and tenacious, capable of shaping the character of their students. This should begin from the early development of the child, as in the Malay proverb, 'melentur buluh biar dari rebungnya', or mould them while they're young.  The result would be members of society who are fortified against negative influences such as crimes and social ills as well as deviant beliefs that could mislead the ummah and harm the nation. With such members of society, His Majesty believed that the aspiration to see Brunei Darussalam become a true Baldatun Tayyibatun Warabbun Ghafur, or a prosperous and blessed nation would be achieved

I truly hope that KUPU SB will be able to churn out not only a good teaching workforce, but also human capital that is loaded with religious knowledge and that possesses the required skills. KUPU SB must thereby possess effective teaching methods. To this end, KUPU SB should develop solid and comprehensive teacher training methods. I am pleased to note that jawi writing and Islamic turath book studies have been developed to great effect at KUPU SB. In addition to being offered in academic programmes at KUPU SB, they are also being offered as a special study programme for the public. The programme is known as the "Islamic Turath Book Studies in Bahasa Melayu" programme. I am of the opinion that it is important for jawi writing and the study of Islamic turath books to be protected, and even empowered, as jawi represents our national identity. The study of turath books, meanwhile, constitutes an invaluable Islamic knowledge heritage. To that end, such an effort befits the uniqueness of KUPU SB as a leader in Islamic education. I thereby see KUPU SB as the most suitable institution for offering or conducting academic programmes in the field of jawi writing and turath books, matching its characteristics as a pillar of Islamic excellence in the country. Touching on the issue of beliefs that are affecting the Islamic world in this day and age, I hope that the relevant parties would not look lightly on such an issue, as it could mislead and thus affect the national security and the religious harmony that we have enjoyed all this while. Such is the importance of reinforcing our beliefs. And such reinforcement will further strengthen our Ahli Sunnah Waljama'ah teachings, which have been ingrained within us. I am optimistic that the Ahli Sunnah Waljama'ah Understanding Studies Centre, KUPU SB, which has been set up two years ago, will be more meaningful if it remains consistent with various knowledge-based activities in aiding relevant government agencies in deepening the understanding of the teachings of Ahli Sunnah Waljama'ah. This centre, I am certain, can move further ahead. Nevertheless, refinement and development efforts alone would not suffice without the full implementation of existing laws. In that regard, the commitment and cooperation of all parties in tackling any issues of deviationism or the infiltration of beliefs that are not in the same "vein" as ours are absolutely needed. Lastly, I wish to record the highest congratulations and all the best in future endeavours to all the graduands receiving their certificates and diplomas today. I hope that the graduands will be able to contribute their knowledge to the development of religious teaching in the country, and thus to the development of Muslim development in general. I would also like to congratulate and thank the relevant parties at the Seri Begawan Religious Teachers University College, particularly to the Chairman and Members of the University College Council, the Ra'es, leading officials, academic staff, administrative officers and all staff of the University College, for all their contributions and meritorious services.

May Allah the Almighty extend His Blessings, Guidance and Protection to the Seri Begawan Religious Teachers University College.

Two hundred seventy five KUPU SD graduands received their degrees and diplomas at the third convocation. To launch the ceremony, His Majesty consented to pronounce the Titah of Chancellor's Authority.

His Majesty then consented to award degrees and diplomas to the 275 graduands. Fourteen received Master Degrees in Religious Teaching, 43 were awarded Post Graduate Diplomas in Religious Teaching, 64 other received Bachelor Degrees in Religious Teaching, 125 were awarded the Higher National Diploma in Religious Teaching, and 29 received diplomas in Shari'ah and Usuluddin studies.  From the first convocation in the year 2011 until now, KUPU SB has produced 629 graduates in various programmes

The graduates' success in their paper chase is the result of hard work and resilience in the face of numerous challenges in the academic world.  The success marks the beginning of their journey in the working world, especially in the field of religious teaching and in efforts to bring reforms that would contribute to the development of religion, people and the nation. The increase in the number of KUPU SB graduates is yet another success in producing religious teachers whose role would be to teach the young Bruneians to carry out their responsibilities together in preserving, stabilising and strengthening religious practices and understanding among the people of Brunei Darussalam.

The Seri Begawan Religious University College is an institution of higher learning that provides its students with knowledge and skills in religious teaching, relevant to the country's situation and needs. As a university college focusing on religious education, KUPU SB always strives to develop its academic programmes.  Since its establishment in the year 2007, the university college is determined to become the country's National Centre of Higher Islamic Studies. KUPU SB has achieved encouraging progress and development that among other things include regional and international cooperation and relations.  The University College is a member of the Consortium of Asia Pacific Education University and have signed Memorandums of Understanding with 18 universities that focus on improving the capacity and roles of universities in teaching and education. KUPU SB is also a member of the Asia-Pacific University Community Engagement Network that has a membership of more than 60 universities from 14 countries.  Their focus is on cooperation networks among institutions involved in community services.

His Royal Highness Prince Doctor Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office, as the Pro-Chancellor of the Brunei Institute of Technology, ITB, consented to inaugurate the first Convocation Festival of the institute. The festival was held in conjunction with the institute's convocation 2014. The function was held at the ITB Building in Tungku in Gadong.


His Royal Highness the Crown Prince was welcomed upon arrival by the Minister of Education, Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Awang Abu Bakar bin Haji Apong, as the ITB Council's Chairman; the Minister of Energy at the Prime Minister's Office, Yang Berhormat Pehin Datu Singamanteri Retired Colonel Dato Seri Setia Doctor Awang Haji Mohammad Yasmin bin Haji Umar, as the Deputy Chairman of the ITB Council; and the Acting Vice Chancellor of ITB, Associate Professor Doctor Hajah Zohrah binti Haji Sulaiman.


To begin with the ceremony, the reading of the surah al-fatihah and doa selamat was led by Yang Berhormat Pehin Datu Imam Dato Paduka Seri Setia Ustaz Haji Awang Abdul Hamid bin Bakal.


His Royal Highness the Crown Prince consented to declare the Convocation Festival open.


The festival is a curtain raiser for the 23rd ITB Convocation Ceremony to be held next month, which will see 416 undergraduates receiving their degrees and higher national diplomas.


His Royal Highness the Crown Prince also consented to watch a sketch performance by members representing the eight Exco of the ITB Student Representative Council. More than 100 students took part in the performance showcasing the themes that are relevant to the respective excos.


At the ceremony, His Royal Highness consented to officiate at the new ITB staff and students centre. At the centre, His Royal Highness was briefed of its functions. The centre is used as a one-stop centre in providing many facilities and services to the staff and students with regards to the administration, personal matters and academic issue. It also function to receive and answer enquiries from the public.


His Royal Highness also heard briefings from selected students who will undergo industrial attachment in and outside the country in gaining industrial experiences. The attachment program has been successfully carried out through the Memorandum of Understanding between ITB and host organisations abroad as well as local agencies.


His Royal Highness also consented to officially open the ITB Gallery by using a mobile phone website application designed by a group of ITB students. The Gallery themed "Past, Present and Future", among other things showcases information related to the history, development and future plans of the institute. The gallery acts as a platform for documenting and disseminating the ITB's journey as a University with a distinctive history and visionary future plans.


The students also showcased their innovative projects which won awards at local and international competitions.


His Royal Highness the Crown Prince then consented to launch the Autisay application, which is a tool that assists in the interaction and communication with autistic children.


Boarding a special vehicle, His Royal Highness consented to visit the new ITB Library. The facility is used as a source of learning, study and research. The Convo Festival carries the theme "360 degrees graduates" which portrays the institute's desire to produce multi-skilled graduates. ITB is one of the youngest universities in the country which specialises and focuses on three major fields namely, engineering, business and computing. Currently, there are 2 thousand 273 students studying at the university.


The upgrade of ITB as a university in 2008 opened a new chapter in its development. The trusts given reflects their maturity and ability as the only engineering and technology university in this country that will contribute to the development of human resources towards the country's vision by 2035.

Yesterday afternoon, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan dan Yang Di-Pertuan of Brunei Darussalam and Her Majesty Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam, consented to receive in separate audiences and 'junjung ziarah' another 80 of Brunei's intending pilgrims.  The ceremony was held at Istana Nurul Iman.

The care given by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam towards the intending Haj Pilgrims is greatly appreciated and welcomed with joy.  Apart from being served with special delicacies, the intending pilgrims also watched a video about performing the haj.

Prior to the audience, the intending pilgrims performed the Mass Zohor prayer at the Surau of Istana Nurul Iman.  Forty-one intending pilgrims left the country for the Holy-Land yesterday evening while 39-others will leave tomorrow.

During the audience, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to receive in audience and jungjung ziarah from the male pilgrims.  The monarch's care towards the haj pilgrims was evident through His Majesty's personal haj passage, government air-fare as well as haj passage for new converts.

Out of 80 pilgrims, 71 are joining Darussalam Holdings Package and the other 9 with the Straits Central Agency which are appointed by His Majesty's government to run the Haj packages.

In another room of the Istana Nurul Iman, Her Majesty the Raja Isteri consented to receive junjung ziarah the female haj pilgrims.  With Her Majesty was Her Royal Highness Princess Hajah Rashidah Sa'adatul Bolkiah BINTI His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah.

At this year's haj season, the government of Saudi Arabia has received applications from Brunei Darussalam of not to impose the 20%reduction to the country's official quotas.  In this regard, Brunei Darussalam is entitled to its official quota for 400 pilgrims.

The arrival of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Her Majesty the Raja Isteri was greeted by the Minister of Home Affairs,  Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Othman; as the Chairman of the National Royal Birthday Committee, Deputy Minister of Home Affairs, Yang Dimuliakan Pehin Datu Laila Raja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof as well as members of the Executive committee for the 68 times Khatam Al-quran ceremony and their respective spouses.


Also present was His Royal Highness Prince Haji Al Muhtadee Billah, the Crown Prince and Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran anak Sarah binti Pengiran Haji Salleh Ab-Rahaman, His Royal Highness Prince Haji Jefri Bolkiah, His Royal Highness Prince 'Abdul Malik, His Royal Highness Prince Abdul Mateen and His Royal Highness Prince 'Abdul Wakeel.  Also present were Her Royal Highness Princess Hajah Majeedah Nuurul Bolkiah; Her Royal Highness Princess Hajah Hafizah Sururul Bolkiah;Her Royal Highness Princess  Ameerah Wardatul Bolkiah, and Her Royal Highness Princess Hajah Masna.


A mass reading of Al-Fatihah was led by the State Mufti Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doktor Ustaz Haji Awang Abdul Aziz bin Juned, making the start of the Khatam Al Quran ceremony.


One thousand seven hundred and sixty-eight readers comprising of members of the Mukim and Kampong Consultative Council throughout the country took part in the Khatam Al-Quran ceremony.  Out of that number 68 were male adult, 68 female adult, 68 male youths and another 68 female youth who represented their respective districts.


Beside members of the Mukim and Kampong Consultative Councils, the Khatam Al-Quran ceremony was also participated by 680 male and female children under 12 who have completed their Khatam Al Quran under the Young Readers Al-Quran Reading Scheme, under 10 Khatamal Al-Quran incentive scheme, pupils of the Arab Preparatory Schools, Al Falah School and Yayasan Sultan Haji Hassanal Bolkiah School.


The ceremony a special present in the form of sincere Doa of the rakyat to the beloved Monarch and legitimate leader as show of love and loyalty to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.  The ceremony was the climax of the reading of 30 chapters of the Al-Quran by each reader.


The annual ceremony which was held since 2011 is to uphold the desire of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to make the country as a nation of zikir and the rakyat who are Al-Quran literate.  This is timely with His Majesty's wish to see muslim in this fortunate country to be always close to the Al-Quran and to follow the teachings in the holy book as guidance in all aspects of life. The Tahtim was read by officers and religious teachers from the Islamic Studies Department, Ministry of Religious Affairs.


Meanwhile the reading of Tahil was also led by officers and religious teachers from the Islamic Studies Department, Ministry of Religious Affairs. The Doa Khatam was read by a student of the Young Al-Quran Reader's scheme under the Islamic Studies Department Mohd Nurbazli bin Mohd Mustafah.


A Dikir Marhaban enlivened the ceremony which was performed by 68 mosque officials and Imams from the Mosque Affairs Department and 68 officers and woman Religious teachers  from Islamic Studies Department as well as participants of the Khatam Al-Quran.


Also present at the ceremony were Amat Mulia Pengiran Cheterias, Cabinet Ministers, members of Councils, Deputy Ministers, Pehin Manteris, Manteri Pendalamans, Permanent and Deputy Permanent Secretaries as well as Penghulus and Ketua Kampongs.


Apart from rewards and blessings from Allah for reading the Al-Quran, the participation of grass-root levels and the public is a manifestation of loyalty of the rakyat to the monarch, religion and nation.  The ceremony also a manifestation of rakyat and residents of the country over the Malay Islamic Monarch concept as a system that guide the way of life toward a strong united, prosperous, harmonious and peaceful community, and nationhood blessed by Allah Subhanahu Wata'ala.


Unity and harmony shown in this ceremony came from peaceful atmosphere.  All these were due to the wise leadership of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam who always take serious attention on the teaching of Islam.  His Majesty's determination to make the country as a zikir nation will surely bring blessings.  His Majesty in his titah has said that the blessings come in the form of security, peace and prosperity.


At this function, the rakyat representing all the four districts pray for His Majesty and Her Majesty long life, good health and continue to reigns Brunei Darussalam with the blessing of Allah Subhanahu Wata'ala.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to receive in audience and junjung ziarah from the male guests.


Also joining His Majesty were his sons and brothers - His Royal Highness Prince Haji Al-Mutadee Billah, the Crown Prince; His Royal Highness Prince Mohamed Bolkiah; His Royal Highness Prince Haji Jefri Bolkiah; His Royal Highness Prince 'Abdul Malik; His Royal Highness Prince 'Abdul Mateen and His Royal Highness Prince 'Abdul Wakeel as well as other members of the royal family. The visit to Istana Nurul Iman is one that has been awaited by the people in Brunei Darussalam, to personally meet and greet the beloved monarch.


Meanwhile, in another area of Istana Nurul Iman, female visitors also had the opportunity to meet Her Majesty Raja Isteri Pengiran Anak Hajah Saleha.

In all, 36,710 well-wishers visited Istana Nurul Iman on the first day the palace is opened to the public. Istana Nurul Iman will be opened tomorrow from 10 in the morning until 12 noon and from 2 to 4 in the afternoon.

The month of Syawal has been long been awaited by visitors to visit Istana Nurul Iman. The visit to Istana Nurul Iman is such a special and meaningful moment to rakyat and residents of the country as well as other well-wishers.


In the morning alone, a total of 21,984 people visited Istana Nurul Iman to convey their Hari Raya greetings to Their Majesties and other members of the Royal Family.

The Royal Brunei Armed Forces celebrate its 54th anniversary tomorrow. In conjunction with the occasion, a Doa Kesyukuran ceremony was held late this afternoon. His Royal Highness Prince General Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Senior Minister at the Prime Minister's Office and General of the Royal Brunei Armed Forces, consented to attend the function.


On arrival at the Ministry of Defence's Surau at the Bolkiah Garrison, His Royal Highness was welcomed by Dato Paduka Haji Mustappa bin Haji Sirat, the Deputy Minister of Defence; and Yang Dimuliakan Pehin Datu Pekerma Jaya Major General Dato Seri Pahlawan Mohammad Tawih bin Abdullah, the Commander of the Royal Brunei Armed Forces.


The ceremony began with the reading of the Quranic Verses, followed by the mass Maghrib prayer led by Captain Ariffin bin Amit, the Assistant Head of Religious Department.


The recitation of the Surah Yassin and Tahlil was led by Ustaz Haji Roslan bin Haji Sulaiman, the Senior Religious Officer at the Ministry of Defence.


The Doa Kesyukuran was read by the Captain Awang Ariffin bin Amit.


This was followed by the mass Israk prayer.


After the prayer, His Royal Highness proceeded to the Officers Mess of the Bolkiah Garrison for a dinner reception and a group photo. Also present at the occasion were members of the Defence Executive Committee, Services Commanders and Commandants, Directors, Senior Officers of Ministry of Defence and the Royal Brunei Armed Forces. Also present were former RBAF Commanders.


Before leaving the ceremony, His Royal Highness consented to sign the Royal Parchment. The 54th anniversary celebration will be held at the Training Institute of the Royal Brunei Armed Forces at the Penanjong Garrison. This year's anniversary theme is 'RBAF Generation with a Vision'.

His Royal Highness was greeted upon arrival by the Deputy Minister of Defence, Dato Paduka Haji Mustapha bin Haji Sirat; the Commander of the Royal Brunei Armed Forces, Yang Dimuliakan Pehin Datu Pekerma Jaya Major General Dato Seri Pahlawan Mohd Tawih bin Abdullah. The ceremony began with a mass Maghrib prayer. Followed with the reading of Surah Yassin, Tahlil and Doa Kesyukuran. It was then followed by a mass Isya prayer.

His Royal Highness the Crown Prince then proceeded to the officer's mess for the Dinner Reception and followed by photo session. His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, in his titah declares His Majesty's consent for the establishment of the Fund For The Construction of Mosques, in accordance to the procedures and regulations of its provision.  The Fund will become a permanent facility for Muslims to invest in Allah's bounties for building mosques.   Touching on the theme of this year Musabaqh Al-Quran, His Majesty stresses that the most ideal definition for 'Building An Al-Quran Generation' is producing a generation that is Al-Quran literate, starting from being able to read it, until if possible, becoming expert in all filed of Al-Quran knowledge.  His Majesty made the titah early this evening at the closing of the Finals of the National Musabaqah Al-Qur'an for Adults 1436 Hijrah/2015. It was held at the International Convention Centre in Berakas.

Upon arrival at the centre, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was greeted by Yang Berhormat Pengiran Dato Seri Setia Doctor Haji Mohammad bin Pengiran Haji Abdul Rahman, the Minister of Religious Affairs, in his capacity as the Chairman of the Competition's Executive Committee and other committee members.

Also present were His Majesty's sons and brother, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince;

His Royal Highness Prince Haji Jefri Bolkiah;

His Royal Highness Prince 'Abdul Malik and His Royal Highness Prince 'Abdul Wakeel.

The ceremony first heard a Quran-reading presentation by Ahmad Tirmizi bin Haji Ali, an invited Qari from Malaysia and the Winner of the 56th International Al-Quran Reading Competition in Kuala Lumpur, Malaysia, last year.

In his welcoming remarks, the Minister of Religious Affairs, among other things said that 76 readers qualified for the quarter-final. Out of the number, 51 qualified for the semi-final rounds. This year, he said the organising committee invited a jury of three experts from outside the country to oversee the judging process. The committee has also asked them to give guidance to the finalists through the Al-Quran Tarannum Workshop.

In the titah His Majesty highlights that Allah the Almighty revealed Al-Quran to Prophet Muhammad Sallallahu Alayhi Wassalam as the final Revelation or Holy Book.  So great and sacred is Al-Quran that simply reading it is considered a major act of devotion and the bounty from Allah the Almighty is substantial.  Apart from reading it, it is also most important to understand the contents of Al-Quran.

Awangku Mohammad Adibul Amin bin Pg Haji Marjuki was announced this year's Qari Champion.

Meanwhile, the Qariah Champion was Dayang Hjh Siti Norzuhairah binti Haji Awang Damit.

His Majesty consented to present prizes to the winners. Both the champions received the Challenge Trophy, a cash prize of seven thousand dollars, other prizes and a certificate of participation.

In the Qari category, second place went to Awang Haji Mahrof bin Haji Chuchu; while Awangku Mohd Amirul Aiman bin Pg Haji Marjuki was third.

Meanwhile, Dy Siti Huzaimah Yadey binti Haji Rosli and Dy Norezah binti Hj Mohd Deli were in second and third places respectively in the Qariah category.

His Majesty also consented to present souvenirs to the juries of the competition. They included an invited jury of experts from Jordan, Malaysia and Indonesia.

To bless the ceremony, the Doa Selamat was read by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti.

The theme of this year's Musabaqah is 'Membina Generasi Al-Quran' or 'Building an Al-Quran Generation'. In his sabda while Officiating the Final of the National Musabaqah Al-Qur'an for Adults on Tuesday, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince underlined the importance of the Al-Quran Generation to be open-minded towards increasing the wealth of Islamic knowledge by studying, scrutinising and delivering the Quranic knowledge. The National Qur'an Reading for Adults is organised annually by the Ministry of Religious Affairs to select Brunei's representatives for the International Musabaqah Tilawah Al-Quran in Kuala Lumpur, Malaysia which will be held later.

His Majesty consented to receive in audience His Excellency Doctor Vivian Balakrishnan at Istana Nurul Iman. Accompanying His Excellency at the audience ceremony were the Permanent Secretary, Ministry for the Environment and Water Resources, Mr.  Choi Shing Kwok and the High Commissioner of the Republic of Singapore to Brunei Darussalam, His Excellency Mr. Jaya Ratnam. Also present was the Minister of Development, Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman.

A doa selamat and kesyukuran ceremony in conjunction with the enforcement of the Shari'ah Penal Code Order 2013 was held late yesterday afternoon at all mosques, suraus and prayer halls nationwide with the focus at Jame' 'Asr Hassanil Bolkiah in Kiarong. His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office consented to attend the function at the Jame' 'Asr Hassanil Bolkiah, Kiarong.

His Royal Highness the Crown Prince was greeted upon arrival by the Minister of Religious Affairs, Yang Berhormat Pengiran Dato Seri Setia Doktor Haji Mohammad bin Pengiran Haji Abdul Rahman, the State Mufti, Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned and other committee members. Also present was His Royal Highness the Crown Prince's brother, His Royal Highness Prince 'Abdul Malik.

His Royal Highness the Crown Prince joined the congregation to perform the mass Maghrib prayer led by Yang Dimuliakan Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim Bin Haji Besar.

Meanwhile the mass Sunnat Hajat prayer was also led by Yang Dimuliakan Pehin Orang Kaya Paduka Seri Utama Dato Paduka Seri Setia Haji Awang Salim Bin Haji Besar to seek the blessings of Allah Subahanahu Wataala in conjunction with the enforcement and implementation of the Shari'ah Penal Code Order 2013 so that it will run smoothly as well as for the prosperity, well-being and safety of Brunei Darussalam.

The function continued with a mass recital of the Surah Yaasin led by Yang Di Muliakan Pehin Orang Kaya Paduka Setia Raja Dato Seri Setia Haji Awang Suhaili bin Haji Mohiddin.

Doa selamat and Kesyukuran was read by Yang Berhormat Pehin Datu Imam Dato Paduka Seri Setia Ustaz Haji Awang Abdul Hamid Bin Bakal.

His Royal Highness the Crown Prince and the congregants then performed the mass Isyak prayer led by Yang Dimuliakan Pehin Orang Kaya Paduka Setia Raja Dato Paduka Seri Setia Haji Awang Suhaili Bin Haji Mohiddin.

The Implementation of the Shari'ah Penal Code Order 2013 befits the Malay Islamic Monarchy concept, nation of zikir and the history of the establishment of the Malay Islamic Monarchy over five centuries ago. The main objective of the implementation is to preserve five main aspects namely religion, life and body, hereditary mindset and property. The Order's Enforcement is a trust and responsibility in ensuring the well-being and peace is secured in Brunei Darussalam.

1 REJAB 1435 HIJRAH CORRESPONDING TO THE 1st OF MAY, 2014 has been proclaimed as the day of the commencement of the coming into force of the Shari'ah Penal Code Order, 2013. His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, while proclaiming the Order's implementation day, stressed that the decision to implement the Shari'ah Penal Code Order, 2013 was not made on a mere whim, but rather based on the policy of adhering to the Command of Allah as enshrined in Al-Qur'an and Al-Hadith. His Majesty made the titah during the Proclamation Ceremony for the Implementation of the Shari'ah Penal Code Order, 2013 yesterday. The ceremony was held at the Plenary Hall, International Convention Centre in Berakas.

Accompanying His Majesty at the ceremony were His Majesty's sons and brothers, His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office; His Royal Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade; His Royal Highness Prince Haji Jefri Bolkiah; and His Royal Highness Prince 'Abdul Malik.

The ceremonial proceedings commenced with the reading of holy verses of Al-Qur'an from Surah Al-Maidah by Dato Paduka Haji Yusop bin Bakar which, among other things, states that the Islamic Principles and Laws come from Allah the Almighty who has created all the contents of the universe with all His Wisdom. The verses explained that Allah the Almighty created principles and laws as a mark of His love and compassion for all His servants so as to guide and lead humans in all situations.

The First Phase of the Shari'ah Penal Code Order, 2013 will see the implementation of provisions for General Offences that are punishable with fines or imprisonment. The Minister of Religious Affairs, in his welcoming remarks, described the provisions that will take effect during the first phase. According to Yang Berhormat Pengiran Dato Seri Setia Doctor Haji Mohammad, the provisions which will be enforced in the first phase are Part One or The Introduction, Part Two on General Exemptions, Part 3 on Collaboration, Part Four on Offences under Chapter 94 Section 1; and Chapters 184, 185, 189, 190 and 191 of Section Three, all offences liable to fines or imprisonment or both of Section Four and Part 5 on General Offences. Apart from the enforcement of the Shari'ah Criminal Penal Code Order 2013, amendments are made on three laws under the Shari'ah Court authority, with effect from now, namely the Islamic Religious Council Act and the Kadhi Courts, Section 77, Shari'ah Court Act, Section 184 and the Shari'ah Court Clarification Order, 2001.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, in the titah, asserted that in carrying out the Laws of Allah, the nation does not expect other people to accept and agree with it, but that it would suffice if they just respect the nation in the same way that it also respects them.

The Attorney-General, Yang Berhormat Datin Seri Paduka Hajah Hayati binti Pehin Orang Kaya Shahbandar Dato Seri Paduka Haji Mohammad Salleh, in a special talk, presented a detailed explanation of the present Brunei Darussalam justice system, as well as the system and process of criminal justice following the implementation of the Order, especially for overlapping jurisdictions whereby the offence comes under the jurisdictions of both the Civil and Shari'ah Courts. Yang Berhormat datin said the enforcement of the Shari'ah Penal Code Order opens a new chapter in the Brunei Darussalam legal system bringing along unique challenges. The Civil Penal Code will be maintained and continued to be carried out. This means that Brunei Darussalam will have two criminal justice systems working hand in hand. Based on the desires and titahs of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, outside perception that the Penal code which is the Civil criminal Law currently in use has been rendered obsolete, is incorrect. Yang Berhormat Datin added, the Shari'ah penal Code Order, 2013 will be used once the conditions required by syarak are fulfilled, of which we are made to understand has a very high sentencing standard that is beyond doubt. Therefore, the preliminary investigation and litigation process for overlapping crimes existing in both the Penal Code and the Shari'ah penal Code Order, 2013 is as what is currently carried out. Preliminary assessment will be made to decide the suitable court so that the individual will not be tried twice for the same crime. Such hand in hand authority has long existed in Brunei Darussalam. What is more important now is for such justice system to be enhanced with the enforcement of the Shari'ah penal Code Order, 2013.

To further bless the ceremony, doa selamat was read by the State Mufti, Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doktor Ustaz Haji Awang Abdul Aziz bin Juned.

The implementation of the Shari'ah Penal Code Order, 2013 is carefully and meticulously being carried out based on Al-Qur'an and As-Sunnah, specifically so as to provide the opportunity for the public to gain a deeper understanding of the contents and the wisdom behind the provisions made. Shari'ah criminal law is focussed more on deterrence than punishment and is based on the concept of 'amr ma'ruf and nahy mungkar', that is, of encouraging the good and abhorring the bad, a concept that is more humbling than punitive. It is hoped that the implementation in stages would provide room for addressing doubts or misconceptions that could arise. The implementation of Islamic laws is not unprecedented in the country. It was ever carried out during the Islamic glory days a few centuries ago, but was halted with the presence of foreign powers which reduced the strength and effectiveness of Islamic legislation. It is thereby hoped that the implementation of this order would be able to restore the status of Islamic legislation in the country, such that it befits Brunei Darussalam's stature as a nation that practices the Malay Islamic Monarchy concept, a historic Nation of Zikir shaped by the more-than five centuries of Malay Islamic Monarchy.

The presence of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam at the proclamation ceremony reflects the monarch's RESOLVE IN advancing Islamic legislation in the country. His Majesty's aspiration for administrating the country according to the Islamic mould has long been ingrained in the system of nationhood in Brunei Darussalam which practices the Malay Islamic Monarchy concept.

The audience ceremony took place at Istana Nurul Iman. Among other things, the purposes of Mr. Shaarik Zafar's visit, are to discuss the benefits and challenges of international economic integration that will result from the Trans-Pacific Partnership (TTP) trade agreement; how best to prepare for the opportunities for economic diversification and development that will accompany the TPP; and to explore opportunities that the TPP will bring, particularly to Muslims and Muslim-owned businesses in TPP partner countries. Accompanying Mr.Shaarik Zafar was Imam Mohamed Magid, Executive Director of the All Dulles Area Muslim Society; Mr. Abrar Hussain, Managing Director of ELIXIR; Mr. Mustafa Tameez, Founder and Managing Director of Outreach Strategists, LLC; and Ms. Intisar A. His Majesty Sultan Haji Hassanal Bolkiah Muizzaddin Waddaulah ibni Almarhum Sultan Haji Omar Ali Saifuddien Saadul Khairi Waddien Sultan and Yang Di-Pertuan of Brunei Darussalam, this morning consented to attend a funeral ceremony and pay his last respects to the late Yang Dimuliakan Pehin Orang Kaya Seri Setia Dato Paduka Haji Awang Mohammad Yusof bin Awang Mohammad Tahir in Kampung Lambak. Allahyarham Yang Dimuliakan Pehin passed away last night, at the age of 91.

Yang Dimuliakan Pehin began his service with the government as a Trainee Teacher in January 1938, before holding the posts as Headmaster, District Schools Inspector, Supervisor of Brunei Schools' Food Programme and Special Duty Inspector. Allahyarham was also a member of Adat Istiadat Council and the Legislative Council member for the Brunei Muara District.  During the course of his life,

Allahyarham was bestowed the title 'Yang Dimulikan Pehin Orang Kaya Seri Setia on the 5th of May 1979, besides being awarded with state decorations and honorary medals.
