Haji Idris was appointed as Deputy Permanent Secretary (Media and Cabinet), Prime Minister’s Office (PMO) on 21st April 2014. He is responsible for overseeing the management and development of broadcasting, information, printing, and public relation services. He was the Deputy Permanent Secretary of Ministry of Communications (MOC) from 4 April 2013 to 20 April 2014. At the MOC, he was a board member of the Brunei Darussalam Information and Communications Technology (BIT) Council.

After graduation in 1990, Haji Idris served in the Ministry of Health in various capacities which include Health Facilities Officer, Special Duties Officer and Assistant Director of Policy and Planning (Planning, Research and Development). He was appointed to the Administrative Service in April 2004 and served as Senior Administrative Officer at the Administration and Finance Division.  Whilst at Ministry of Health, he was host of the thirteen television series “Sukmaindera – Health For All”. He also led the establishment of Ministry of Health Cooperative called “Koperasi BKSS Berhad” and was elected as Chairman of the Board of Directors of the Cooperative from 1996 to 1997.

Haji Idris spent nearly 4 years (2004-2008) in the Prime Minister’s Office (PMO) in a variety of roles including Senior Administrative Officer, Public Administration Division; Head of Coordination and Corporate Division; and Head of Economics and Foreign Affairs Division. He was involved in the study on the reform and administration of the Prime Minister’s Corporation (PMC) and study on the formal establishment of PMC. He was Alternate Director, Board of Director, Petroleum Brunei (PB) Sdn Bhd; Alternate Member, Board of Director, Brunei Tourism Board; Director, Board of Director, Golden Arches (B) Sdn Bhd; and Director, Board of Director, Mulaut Abbatoir Sdn. Bhd.

Haji Idris served in the Ministry of Home Affairs as Tutong District Officer in 2008, in the Prime Minister’s Office as Acting Director of Radio Television Brunei in 2009, in the Ministry of Communications as Director of Administration and Services in March 2011, before his appointment as the Director of Management Services, Department of Management Services (MSD), Prime Minister’s Office in 2013.

Haji Idris attended Executive Programme in strategic management and leadership at Schulich Business School, York University, Toronto, Canada in 2005; Institute of Leadership, Innovations & Advancement (ILIA), University Brunei Darussalam in 2007; Lee Kuan Yew School of Public Policy, National University of Singapore in 2008; Central Officials Training Institute (COTI), Seoul, South Korea in 2009; Civil Service College International, Republic of Singapore in 2011; and John F Kennedy School of Government, Harvard University, United States of America in 2014.

Haji Idris received his secondary education at Maktab Sains Paduka Seri Begawan Sultan (MSPSBS). In 1983, he was awarded the Government Scholarship to pursue his GCE ‘A’ Level at Hastings College of Arts and Technology, England. He was also awarded Government Scholarship to read Physiology at Leeds University, England and graduated with a Bachelor of Science with Honours in 1989. In the same year, Haji Idris was awarded a scholarship for Masters in Health Management, Planning and Policy at the then Nuffield Institute for Health Services, University of Leeds, England. He was elected President of the Leeds University Union Bruneian Society (LUUBS) from 1988 to 1990.

Haji Idris has been conferred State Decorations and Awards which include “Pingat Indah Kerja Baik” (P.I.K.B.) for work merit, “The Most Blessed Order of Setia Negara Brunei” 4th Class (P.S.B.), “The Most Honourable Order of Seri Paduka Mahkota Brunei” 3rd Class (S.M.B.), and Long Service Medal (PKL).

Haji Idris is married to Hajah Marliyana binti Haji Abdullah Fung and has one son and two daughters. He enjoys travelling, photography, reading, running, futsal and spending precious time with family.
